Our Mission

Our mission is to bring positive construction and development impact to Urban areas. We do this by developing community-based memberships with community stakeholders, organizations, businesses and government to construct sustainable, safe, and healthy, eco-friendly buildings in neighborhoods/communities.

Our Story

The present company was founded on more than thirty years of development and construction experience, originally as a family business [previously named 2010 Futuristic Contracting Company(2010 FCC)]. It was originally founded in New York City by Errol Tucker Sr.’s late grandfather, Henry Williams. At its inception, Henry focused the company strategy primarily around the remodeling of single-family homes in Queens, New York. As time went on, New York saw a  substantial evolution in the brownstone rehabilitation market. Positioned for greatness stemming from innovative designs and quality work, 2010 Futuristic Contracting Company quickly established itself as a market leader and established a premier brownstone rehabilitation and remodel presence within the New York City marketplace.

Meet Our Staff

Phil Johnson

Phil Johnson

Project Manager

Possessing over 35 years of professional experience, Phil has provided consultant services to both for and nonprofit developers in their development of affordable housing in the District of Columbia and across the nation. He has consulted in the development of sustainability projects, green infrastructure, net zero energy structures, off-grid solutions for commercial and industry, energy efficiency, micro-grids and utility grade solar generators. Phil has also served as the Secretary/Director of DC’s Redevelopment Land Agency (RLA) and Development Administrator, DC Department of Housing and Community Development, holding both positions simultaneously.

By executive order of the Mayor, he was chief negotiator and authorized to obligate the District Government for Transit Oriented Development projects for metro stations and commercial projects sponsored in downtown Washington and District neighborhoods by RLA and DHCD. Projects included Metro Center, Gallery Place, Union Center at Union Station, residential development at Mount Vernon Metro Station, renaissance of 14th & U Street at the U Street Metro Station and Fort Lincoln New Town.

Phil was instrumental in laying the foundation for the renaissance of the Nation’s Capital City. He, under the Obama Administration, served six years as a member of the United States Environmental Protection Agency’s Environmental Finance Advisory Board (EFAB). Phil also serves on the board of the Climate Institute an International NGO and P&G Counseling and Educational Institute.

Lauren Williams is an accomplished professional with extensive experience in organization, leadership, and communication in the Private and Public Sector. She has served as Executive Director of Greater Centennial Community Development Corporation, where she steered the organization in providing affordable housing opportunities to residents of the community. Lauren completed a $7.4 first time home buyer’s project which provided 32 families with new homes. In addition to those accolades, her expertise lies in organization and administration, implementing, developing and directing liaison activities for residents, and businesses vis-à-vis low-income community outreach activities.

Sabine Pauyo

Sabine Pauyo serves as the Operations Manager for Sigma Development LLC. Her duties include:

  • Reviewing owner contracts and analysis of their terms & conditions;
  • Ensuring that subcontractors have the most up to date scopes of work;
  • Assisting project managers in the development of overall project schedules;
  • Obtaining all necessary permits (as requested by the project managers)
  • Reviewing drawings and specifications in order to become fully conversant with all aspects of a project so as to identify long lead times and critical path items
  • Distributing all short interval and overall project schedules
  • Completing sub evaluations/comparisons of bids, scope reviews and complete buyouts (as requested by project managers)
  • Developing project submittal logs and obtain designers’ approvals
  • Managing submittal logs and ensuring all submittals are processed promptly.

Upon moving into her beautiful Patterson Park home, renovated by the construction company she is a member in, Ms. Pauyo quickly became active in the community and within months became the Vice President of the Patterson Park Neighborhood Association (PPNA). In this role, Sabine championed many causes in order to address community needs and issues, such as safety/ crime and beautification.While VP of PPNA, Ms. Pauyo also chaired the Greening Committee and started the initiative Project 500 with a goal to plant 500 trees within the boundaries of PPNA. Project 500 was one of PPNA’s most successful initiatives. This success was achieved through donations from foundations such as Banner Neighborhoods and the Patterson Park Community Development

Errol Tucker Sr. began working with his grandfather at age thirteen. Upon completion of college, he returned to New York City and worked intermittently for 2010FCC, in addition to a full-time position within the corporate sector. During this time, he was simultaneously engaged with other individual entrepreneurial ventures. In 2000, Henry Williams retired, and Errol assumed full control of the family business and relocated 2010FCC to a thriving renovation market in Baltimore, Maryland. In this new space, he was quickly able to establish credibility and found significant success in the new development and renovation of over 70 homes (located in the Patterson Park and Canton areas of Baltimore, MD).

In 2013, Errol Tucker Sr., Winselow Tucker and Sabine Pauyo, folded 2010FCC into a new company under a new name– Sigma Development, LLC. This company is a dedicated construction and real estate development company focusing on larger residential development projects in Baltimore, MD and Washington, DC. Presently Sigma Development is engaged in several projects within the Baltimore – DC area
